Academic Journey

Dr. Pham Hong Hanh is a prominent scholar in Public International Law, currently serving as the Head of the Public International Law Department at Hanoi Law University (HLU), Vietnam.

Her academic career spans over 15 years of dedicated teaching, research, and legal advisory work. Her research focus lies at the intersection of the Law of the Sea (UNCLOS 1982), global commons preservation, climate governance (carbon emissions trading under Article 6 of the Paris Agreement), and regional legal orders, and human protection.

She completed her Doctor of Laws (PhD) at Hanoi Law University in 2019, with a doctoral thesis analyzing the international legal regimes governing deep-seabed marine mineral resource management and their practical implications for Vietnam. She has been a key scientific contributor to national-level projects, notably formulating Vietnam's negotiation positions in the BBNJ Agreement negotiations (2019-2021).
